Exchange a foreign driver's licence in British Columbia
Do you have to take a road test? It depends entirely on who issued your licence. Here is what ICBC publishes.
British Columbia exchanges licences from its agreement countries with no test. From anywhere else you take both the knowledge test and the road test, and your years behind the wheel only decide whether you skip the Graduated Licensing Program, not whether you test.

If your country has an agreement
ICBC exchanges a full licence from a listed jurisdiction for a BC Class 5, and most for a Class 6 motorcycle, with the knowledge and road tests waived. You surrender the foreign licence and may hold only one.
If it does not
If your country is not on the list, you apply for a BC licence and take both a knowledge test and a road test, with no credit for where your experience came from. Two or more years of full-privilege experience exempts you from the Graduated Licensing Program; with less, you enter it.
The things that catch people out
Two years decides the program, not the test
For a non-agreement licence, two years of experience means you skip the Graduated Licensing Program, but you still take both the knowledge test and the road test either way.
Prove your experience on letterhead
ICBC wants your original driver record or a letter of experience on the licensing body's letterhead showing your issue date. Email printouts and photocopies are not accepted.

- Your current foreign licence, which is surrendered
- Proof of driving experience: your original driver record, or a letter of experience on the licensing body's letterhead showing your name, date of birth, licence class and original issue date (photocopies and email printouts are not accepted)
- A certified translation by an ICBC-approved translator, if requested
